Uzbekistan Cabinet Issues New Regulations for Online Gambling Industry, Effective from January 1, 2025
The Uzbek Cabinet recently issued a new document outlining the conditions and requirements for operating in the online gambling, betting, and lottery industries, effective from January 1, 2025. The document specifies the qualifications for operators, capital requirements, license application procedures, and fees.

- Operator Qualifications:
- Only legal entities that are residents of Uzbekistan are eligible to engage in online gambling, betting, and lottery operations.
- All relevant servers must be located within Uzbekistan’s borders.
- Capital Requirements:
- Companies operating gambling games and betting must have a registered capital of at least 150,000 times the base calculation value (approximately 56.25 billion Uzbek Soms, or 31.77 million RMB).
- Companies operating lotteries must have a registered capital of at least 55,000 times the base calculation value (approximately 20.625 billion Uzbek Soms, or 11.65 million RMB).
- Reserve Fund Requirements:
- Companies conducting gambling games and betting must establish a reserve fund of at least 75,000 times the base calculation value (approximately 28.125 billion Uzbek Soms, or 15.87 million RMB).
- Companies operating lotteries must establish a reserve fund of at least 40,000 times the base calculation value (approximately 15 billion Uzbek Soms, or 8.47 million RMB).
- Management Qualifications:
- No person convicted of economic crimes, money laundering, organized crime, illegal drug trafficking, corruption, or IT-related crimes, and whose sentence has not been revoked or expired, can be part of the management team.
- Company founders must not be citizens from countries that do not participate in international anti-money laundering and anti-terrorist financing cooperation.
- Management personnel must meet strict compliance checks to ensure that individuals who have previously had their licenses revoked or been involved in company bankruptcies are excluded.
- License Application:
- The National Prospects Project Agency (NAPP) will be responsible for issuing gambling, betting, and lottery licenses and regulating related operations.
- Licenses will be valid for five years. The application fee for a new license is 500 times the base calculation value (approximately 1.875 million Uzbek Soms or 1,060 RMB), while the fee for changing a license is 250 times the base calculation value (approximately 937,500 Uzbek Soms or 5,300 RMB).
- Applicants must provide insurance or a bank guarantee to confirm the establishment of the reserve fund.
- Software used for gambling games and lotteries (especially random number generators) must be certified by an accredited testing laboratory.
These measures are designed to regulate Uzbekistan’s online gambling industry and ensure its legal compliance, contributing to the industry’s healthy development.
